Is the jobless rate in American "inner city" neighborhoods a result of a "tailspin of culture," as Paul Ryan put it, or is it the consequences of a confluence of external, historical, policy and societal factors? Is President Obama tranforming his Executive authority into imperial rule and extending the reach of the federal government beyond its Constitutional limits with the passing the ACA?
